The Chinese expression “法律法规” refers to all manner of legally governing documents, such as statutes, regulations, rules, ordinances, and judicial gloss upon those statutes. In English, to refer to a similar expression, referring to “the law” or usually “applicable law” has an equally broad range of reference. Some reference materials in China will include only the statutes and regulatory agency regulations on a certain legal subject matter, but to the exclusion of other documents such as ordinances or judicial gloss. The title of these reference materials can use “laws and regulations” as this is a reasonably common way to refer to a collection of governing documents that only include the most important reference aspects of the law. However, such treatments of the law are nonetheless relatively uncommon.
