The primary reason for the existing standardized translation is that John Stuart Mills’ Machinery of Government, written almost 200 years ago, referred extensively to machinery metaphors such as mechanisms, and was used as the basis for these Chinese<>English dictionary entries. Translators’ sensitivity to having their past work changed or criticized, has led to centuries-long fossilization of Mills’ numerous Machinery metaphors into dictionaries. However, where regulatory agencies in China use this term, they currently typically provide a warning to the reader that the translation is not authoritative.
