Companies that provide business registration services often use colloquial phrasing such as a means to open, set up, or create a company. Their reasons for doing so are that not all readers are familiar with the legal terminology, and may ask using more informal or colloquial expressions.

The primary reason for the existing standardized translation is that the original translation team only had a small library of dictionaries and no internet access or foreign expert access, and thus chose to translate the phrase word-for-word. A second difficulty is that the Chinese vocabulary for entity formation does not map on to English 1-to-1, but the translators believed a 1-to-1 match is essential for a “unified” translation.
